Minutes of Commission meeting held on October 13, 2009.

Present: Mary vandenBerg, Chairperson, Marcia Beal, Patricia Caron and Nathan Gumlaw. Absent: James Wettlaufer.
Chairperson called the meeting to order.
The Minutes of September 22, 2009 were read and accepted and will be distributed.
With regrets, we have accepted Howard Fife’s resignation.
Mail:
We received a request for a Certificate of Compliance from Richard and Cindy Robbins of 230 Stafford Rd., DEP File #184-0237. On October 13, 2009, a site visit was done. The project having been satisfactorily completed, Members signed the Certificate of Compliance. Kristin LaPlante notarized the member’s signatures.
We received from Edward Manicki a copy of his recorded Order of Conditions from the Hampden County Registry of Deeds for his project at 189 Mashapaug Rd., Map R-28-A-03, DEP File #184-0238. Mary vandenBerg signed his Procedure Sheet
Mary vandenBerg received from the Town Clerk copies of a mandatory On-line Conflict of Interest Training Program to be done by all Municipal Employees.
7:10 p.m. Kristin LaPlante, Town Clerk presented for Brian Johnson, Highway Supervisor a drawing by Geosyntec, Consultants, for the Chaffee/Chandler Rds. Storm water Improvement Design. The Hamilton Reservoir Association (HRA) has donated $5,000.00 for this project. Project approved by all.
7:25 p.m. Alex and Janice Puziak of 264 Mashapaug Rd., Map R-8-A-04 spoke to us regarding the repair to their lakeside retaining wall. Pictures were reviewed and project was discussed. All were in favor of the project. Mary vandenBerg signed Procedure Sheet #2009-1367 with the condition that the re-built retaining wall remain in the same place. They also showed us a picture of 3 failing trees next to their driveway. Following discussion all were in favor of the project. Mary vandenBerg signed Procedure Sheet #2009-V with the condition that stumps are not to be removed.
7:35 p.m. The scheduled Public Hearing for a Notice of Intent for Allan Burrill of 26 Stony Hill Rd. Map R-35-C-14, DEP File #184-0239 to install a holding tank was held. Present were Allan Burrill and Mark Farrell of Green Hill Engineering. No abutters came. Mark Farrell reviewed the plot plan. Following discussion all were in favor of accepting the project and closing the Hearing at 7:55 p.m.
8:05 p.m. Donna and Dennis Allard of 25 Shore Dr. spoke to us regarding the removal of 2 very large white pine trees 82 feet from the lake. Following discussion, all were in favor of the project. Mary vandenBerg signed Procedure Sheet #2009-W, with the condition that the stumps not be removed.
8:20 p.m. Patricia and Sarto Caron of 29 Shore Dr. Map R-02-A-25.02 spoke to us regarding the removal of 2 large white pine trees and 1 maple tree located on the waters edge and 4 smaller white pines located on the left side of the yard. Following discussion, all were in favor of the project. Mary vandenBerg signed Procedure Sheet #2009-Ua, with the condition that the stumps not be removed.
8:25 p.m. Patricia Caron presented for Anthony Maisano of 27 Shore Dr. Procedure Sheet #2009-X for the removal of 1 large white pine 92 feet from the lake and trim 1 pine tree lakeside that is overhanging the house. Following discussion, all were in favor of the project. Mary vandenBerg signed Procedure Sheet with the condition that the stump not be removed.
8:35 p.m. The Order of Conditions for the Mashapaug Rd./Kimball Hill Rd. project, DEP File #184-0240 was discussed at length and all were in favor of the following conditions:
m) Pending redesign and approval of the north section of Kimball Hill Road as shown on plot plan Titled-KH1-Proposed Conditions Hamilton Reservoir Storm water Engineering Design Dated July 2009, drawing No. 04 of 05
n) All storm Water Management Structures as depicted in the plans (plan info) shall be maintained by the Town of Holland in accordance with the Operations and Maintenance Manual for Storm Water Management Improvements, Hamilton Reservoir, Holland, Massachusetts Project Number BW0125, August 2009.
Members signed the Order of Conditions for DEP File #184-0240.
The meeting was adjourned at 9:15 p.m.
